Can a person get pregnat when she had her tubes cut not tight, do u know any place where she can have surgery?

My mom is 35 now she was 21 when she had her phallopian tubes cut and now she wants to get pregnant is it possible, we know this lady who had the same thing and she had surgery 3 years ago in Bakersfield CA, we lived in Irvine California and we want to know of a place near us where they can do the surgey, i think that the surgery is really simple, they put in a fake phallopian tube and the person can get pregnant is it possible, my mom is really exited about having a nother child, thanks=]
