Does a newborn's car seat HAVE to be rear facing?

I bought a Hauck travel system pram which includes the baby's car seat, the instructions say it is a rear-facing seat. But then when i've fitted it into the car rear-facing it is not very secure at all and i would be so worried driving around with the baby in it as it is wobbling around. But when i've fitted it forward-facing it is much more secure and doesn't move at all, which i see as being a lot safer for the baby. I was just wondering is it legal for baby's to be in their car seat forward-facing? Or does it need to be rear-facing? Thanks x
