Trying to replace doorbell with chime but can't locate transformer to replace with 16v. where would this be?

Try the process of elimination, if you think the one on wall in garage could be it, disconnect one of the low voltage leads and try the door bell. If it doesn't ring, you found it. If it does ring, keep looking. Good luck.
