Why are go-go bars not 100% ?

Is the state paranoid the bouncers can't handle their job? (I live in Salt Lake City, Utah & the one go-go bar that is 100% doesn't serve beer or alcohol, -that's what "bouncers" are for!) If I ran the laws, "18+" would be allowed in the bars to watch the dancers! (Las Vegas is 100% but expensive as hell!!)
